The line about "doing the best for him" keeps getting used, but how is dominating in NSW Cup "the best for him"?

He's hit the ceiling in NSW Cup and needs to be testing himself in NRL and getting used to the game there.

If Panthers genuinely cared about his development (and everyone saying its best for him), they'd be pushing Panthers to play him off the bench in first grade.

With DWZ taking out Cleary for a few weeks you can bet Burton will be playing first grade now for a few weeks. He will learn more from the panthers but sadly there is nothing to learn from playing with the dogs earlier
