That doesn’t explain why and how the 6 again is given, and does not answer why we only have 1 penalty in 2 games.

Bullshit.... its creating so much ability to change the flow of a game. As other commentators have said, it should be one tackle extra, or just a regular penalty. If they want to speed the game up, get rid of scrums.
