Because it was a bullshit staged "fight".

They were told to punch on and will only cop a sin bin and no further punishment to keep this end of year monstrosity interesting. It's the same reason why Queensland "won" the first game. All about ratings/money. Imagine a NSW white wash with no incidents at the end of the year...
