Given Peter "The Flexible Gymnast" Vlandys is bending over backwards and making exceptions galore these days, Flanagan will probably be allowed.

Technically he's banned from coaching until like 2022 though. That said you can almost guarantee he'd call all the shots just without the title and the press conferences. Heck maybe he is already.
